[E58] Make adjustments for RevB of the module
Changes in this MR:
- Remove the STM32 driver built from the recipe and external repo, include the source code into linux-seco-mtk repository instead
- Enable some power rails in BL2 so that they are available in u-boot
- Rework the bootscript, as the overlays are managed by the straps in u-boot now
- Some changes to Baseboards overlays caused by hardware changes in RevB
- Adjust to renamed defconfigs and device trees to match SECO naming convention
- Rework config files
- Use seco-base include file to match other platforms inside Clea OS
- Reference as much as possible from meta-mediatek layers
- Update config files to release v24.0 from upstream
- Add a few new overlays (16GB RAM, 10.1-inch display, disabling the serial ports on modules with WiFi chip that uses UART)
- Adjust OPTEE for 16GB RAM
- Minor fixes and adjustments
