LF-3964-2 Revert "MLK-20684 PCI: Disable MSI on CYW4356 and CYW4359 chips"

This reverts commit bee0bdd8.
Clean up the codes, since these WIFI modules are not supported anymore.
And these quirk commit cause the LF-3964 issue. Revert this commit to
fix LF-3964 issue.
