Update meta qt5 5.15.1

Tobias Kahlki requested to merge update-meta-qt5-5.15.1 into dunfell

Currently the Qt version 5.15.1 is not part of the official "upstream" hosted on github.com/meta-qt5.

However the git repos hosted by the Qt company already has the 5.15.1 Version available and tagged. So change the repository of meta-qt5 layer to the code.qt.io location and pull the tag for 5.15.1.
