gitlab-ci: add retrigger stage

Tobias Kahlki requested to merge add-retrigger-stage into dunfell

All open merge requests of the projects included in the manifest are forced to re-run their pipelines on each commit to the manifest project. This makes sure that a merge request's integration branch is always up to date with the current manifest master.
