bsp:bl2: Configure UART1 pins via registers in the earlier stage

Otherwise, the u-boot output is not complete as the early u-boot logs are printed before the initialization of the u-boot driver model and therefore lost

bsp: Add patches to disable serial output

Only added and not applied. For the case it needs to be enabled. By default, the output from BL2, BL31 is on UART0. BootROM output cannot be changed. Is on UART0 by default as well.
