Upgrade to yocto-3.1.7: Fix kernel build with old version of gcc patch

Upstream in poky there is a change in the
0012-gcc-Fix-argument-list-too-long-error.patch
that made the kernel build fail with missing headers
for a gcc plugin build.
Keeping the old version fixes this for now.
