udev:rules: Fix force_ro and disable it

The action to disable the force_ro switch must be called after the blkid
action (because it requires the ID_FS_LABEL).
Moved the action to the right position.
However, since we don't want /etc/shared to be writable anyways, we
disable the action for now.
