Integrate meta-seconorth-nogplv3/allow_emc-tests

SDK: Add gdb and gdbserver to toolchain

gdb is under GPLv3, but very usefull for development. Therefore we
add it to the SDK but not to the image.

emc-tests: Add new distro file to include test packages

The distro is a copy of seconorth-wayland-no-gplv3.conf, but adds the
packgegroup-tests. This allows nogplv3 based Yocto images to be used
for EMC tests.
INCOMPATIBLE_LICENSE_EXCEPTIONS: emc-tests, drm-framebuffer, glmark2, gdb
Remove readline from gdb packageconfig, otherwise the gdb config fails.
