Add shared config

Adds seco-sharedconf recipe from meta-seconorth-machine layer. No changes to the recipe, only removed the networkd configs added by meta-rity layer, their presence was causing conflict with sconfig.

Tested with sconfig dhcp true in FNGSystem, functions as expected - ethernet gets the ip address after configuration.
