Draft: Move libubootenv from meta-seconorth-distro to meta-seconorth-machine

The libubootenv append is NXP specific and should therefore be in the NXP machine layer.

This is a direct copy with history from https://git.seco.com/seco-ne/yocto/layers/meta-seconorth-distro/-/blob/kirkstone/recipes-bsp/u-boot/libubootenv_%2525.bbappend.
