Draft: Move libubootenv from meta-seconorth-distro to meta-seconorth-machine

The libubootenv append is NXP specific and should therefore be in the NXP machine layer.

@oleksii.kutuzov This fixes the prerequisite for meta-seconorth-mtk!61 (merged).
