guf-image: Add minimal and small images

Tobias Kahlki requested to merge clemens.terasa/guf-image-minimal into dunfell

For faster testing and building smaller images are useful. The guf-image is even now quite big (with ~160MiB).

So introduce guf-image-small and guf-image-minimal. The former has debugging and package-management capabilities. The latter is stripped down to basic features network access only.
