Add RTC detection for TANARO

Tobias Kahlki requested to merge rtc_overlay_rebased into dunfell

In the future, the TANARO will be produced with one of two RTC variants. The decision, which RTC is assembled is done during the post-install steps by querying possible RTC addresses and activating one or another devicetree overlay.
