guf-image{-small}: Add util-linux

Tobias Kahlki requested to merge add_util-linux into dunfell

To get a full featured hwclock add the util-linux package to the packagegroup-guf-small and thus to the standard guf-image.

This might possibly break some scripts, but let's hope it won't.

Internally it works using the alternative mechanism of the Yocto Project and has a higher priority over the busybox variant.
