qtbase: Add eglfs and linuxfb platform backends

add_eglfs_linuxfb_qt_backends into dunfell

To be able to test different setups add the EGLFS backend as well as teh LinuxFB backend.

Put all the PACKAGECONFIGs into the PACKAGECONFIG_DISTRO variable.
