Draft: CI: build-image: Change variable scope, remove some 'extends' levels

We had three levels of extends with build buildbase and buildimage which all where only used once. These are combined in build image now.

Move BUILD_PATH and related variables to the build jobs. Follow up jobs should use the values from the generated build.env.
