python: add 3.9 version

This is needed to have a yamllint version newer than 1.18.0 (the 3.8 image included 1.15.0) in order to have support for the .yamllint.yml config file 1. The 3.9 image includes yamllint 1.26.0.

Update all python packages to latest version on this occasion.
