DT:Tanaro: add userspace control for the keypad power regulator

Make the power pin (Pin 1) of the Tanaro keypad connector (J21) controlable by the user by adding an userspace consumer to the power regulator.

User can now toggle the pin with /sys/devices/platform/keypad-pwr-reg/state

enabled or disabled to turn on/off the pin.
