backport BSM support for RTC RV3028

  • This MR picks commits from upstream required to set the BSM mode for RTCs from userspace and adds a devicetree node for the RV3028 RTC which can be used to set this parameter.
  • The new node is used in the dual-espresso devicetree to make sure bootselect always works.
