arm:dts:santoka: Set VGEN1 and VGEN2 to always on.

Jonas Höppner requested to merge add-imx6qp-santoka into linux-5.10.32-guf

The audio codec IC is for the board revision up to 1.2.1 supplied by the VGEN1 rail and on boards >= 1.2.2 supplied by VGEN2. Because of this use set both to always-on as a hack.
