Nallino add lcdif and adjust gfplatdetect

Add the LCDIF interface for the Garz & Fricke NALLINO board.

The same pins are used by the platform detection module. But we device a different approach involving the SNVS_LPGPR general purpose register populated by the bootloader to circumvent the multiplexing issue.
