board:seco: Read SECO_CODE and RAM_CODE

Oleksii Kutuzov requested to merge read-seco-code into mtk-v2022.10-seco

This MR adds reading via I2C from Embedded Controller the SECO_CODE and RAM_CODE resistor arrays, those are defining the module configuration and RAM size.

Based on those we set the u-boot environment variables, those are then used in the boot.script to set the needed device tree overlays.
