Add support for Santino and Santino-LT boards to U-Boot

This MR just adds support of Santino and Santino-LT boards to U-Boot from Yocto Kirstone. In particular problems with eMMC on Santino and booting on Santino-LT are fixed.

MR for machine layer: seco-ne/yocto/layers/meta-seconorth-machine!600 (merged).

Note: there are three sets of not yet merged MRs, which are intended to improve U-Boot functionality and which are dedicated to different tasks on JIRA. In theory, these sets shouldn't be dependent on each other, but we believe that if one set of MRs is merged, two other MR sets should be checked once again and, probably, updated. Three sets of MRs are as follows:
