[RK3588] enable Mali CSF based GPU support

Add a kernel configuration fragment that enables support for Mali CSF only for rk3588. This was previously done in the common seco_linux_defconfig but it broke the video for E09 (rk3568), which has a GPU not compatible with the CSF.
