[seco-config] Fixed Python version in seco-setup script

Tobias Poganiuch requested to merge kirkstone/develop_tanaro_os_config into kirkstone/develop

The seco-setup.py script requires Python 3, which might not be provided per default. Also added the Python cache to gitignore.
