[D16][FEC] Fix phy reset when double eth

Giuseppe Pagano requested to merge seco/fix/d16_fix_reset_in_double_eth into seco/develop/imx_5.4.70_2.3.0-d16

Fix phy fec reset when double ethernet configiuration is used. The proble of the second ethernet needs to be delayed untill gpio reset is succesfully completed.
