[LAYER] add rb3gen2 machine override

meta-seco-qcom only sets a processor override (qcm6490) and three board-specific overrides (qcs6490-rb3gen2-core-kit, qcs6490-rb3gen2-vision-kit, qcs6490-rb3gen2-industrial-kit).

Add seco-qcs6490-rb3gen2 that includes the three variants of the RB3GEN2.
