[EEPROM-MANAGER] Insert seco-eeprom-manager recipe

  • This recipe replace the two recipes in meta-seco-clea-os-embedded-full and meta-seco-clea-os-things
  • Add the fixed sha inside SRCREV.conf. The main purpose of this choice is to automatically update the SRCREV with the CI/CD once there is an update in the repository pointed by SRC_URI
