[BOOTSCRIPT][QEMU] set correct rootfs depending on sysdata

Consider the presence/absence of the sysdata partition when determining the rootfs partition number to put in root= kernel arg.

[BOOTSCRIPT] add missing providers and environment for qemux86

Add PREFERRED_PROVIDER for bootscript and bootloader and grubenv for qemux86 and qemux86-64.

Also provide virtual/bootloader in grub-efi-seco instead of grub-seco, which only provides the grub user space utilities.
