[SOC][DISTRO][BSP] Update layers' references
Bump to layer's HEADs for:
meta-seco-rpimeta-seco-intelmeta-seco-rkmeta-seco-bspmeta-seco-clea-osseco-base
Those layers' versions are compatible with the build configurator. The layers for NXP and MTK are not available yet.
