[C31] Resetting variable for uboot targets

Resetting uboot target variable, useful to compile other targets, but useless for now. Removed comments.

[C31] Fix defconfig assignment

Due to the weak assignment here, it picks the default defconfig, missing regulators drivers for GPU enablement.
