[KERNEL][RECIPE] Change on default kernel version used in recipe

• Creates specific recipe for C31 on 4.19 kernel
• Change default kernel version to be used for D23 (5.10) by default
• Remove old unused recipes

[DTS] [CONFIG] Add seco-px30-d23-lvds-1024x600.dtbo to KERNEL_DEVICETREE

Add device tree blob overlay to get support for 7 inch 1024x600 LVDS LCD panel. Probably in IMAGE_BOOT_FILES, better to use make_dtb_boot_files(d) function from utilities.inc instead IMG_KERNEL_DEVICETREE.

[D23] [RKBIN] Add ddrbin_tool binary for ddr bin version earlier than v1.13

Currently used ddr bin is px30_ddr_333MHz_v1.11.bin provided with rkbin release which does not include ddrbin_tool to change ddr parameters. This tool allows to have the correct uart configuration to have access to serial console in early loader stage.
