Add on Rockchip boards with NXP8997 WiFi chip:

NXP driver WPA3 capable: ported the recipe used in meta-freescale into meta-seco-rk and configured the auto-load of the module at boot
NXP firmware to work with the driver: ported the recipe used in meta-freescale into meta-seco-rk
hostapd configuration to enable WPA3
wpa_supplicant configuration to enable WPA3

NOTE: WPA3-Enterprise 192-bit could not be tested due to test equipment limitations
