[RK3399][RKBIN] update rkbin version

Update rkbin version to commit 5a9f2296ee98303abae806f307079eea53b47015.

This commit changes the ddrbin used for the build from bin/rk33/rk3399_ddr_800MHz_v1.30.bin to bin/rk33/rk3399_ddr_933MHz_v1.30.bin.

This fixes !162 (merged) which sets the correct UART baudrate param on the 933MHz ddrbin.
