[CONFIG][ETH] Add custom pinctrl and net STMMAC config to enabe ethernet

Simone Felici requested to merge SF/IntelSupport into scarthgap

This commit adds two configuration fragment files for kernel builds:

-pinctrl.cfg: Enables various Intel pinctrl drivers. -net-phy-dp83867.cfg: Enables STMMAC Ethernet drivers and related options.
