[NXP][E88] add imx95 e88

New board SECO imx95 E88 has been added to scarthgap. In this patch has been added the new defconfig for the board: basic, things and embedded. Furthermore, thanks to the work of Gianfranco Mariotti in https://git.seco.com/gianfranco.mariotti/meta-seconorth-machine/-/tree/scarthgap-gm-v2 the support for e88 has been completed in scarthgap too. Some changes has been done for layer location and machine configuration file which in scarthgap is a fusion between the .conf and .inc of the site named before. Everything is then implemented on configurator level.
