Added hardware support for the following platforms:

RPI: Raspberry PI. Tested RPI4 only. Full support for both Embedded and Things distro.
QEMU: support for generic ARM/ARM64/x86 architecture.

In addition, there is also the change of the folder where SECO layers are placed: layers -> layers/meta-seco
