[CICD][ARTIFACTS][MEDIATEK] Prevent Mediatek artifacts from being propagated
The previous implementation for Mediatek-specific artifacts had an issue where the same artifacts were applied to all other boards immediately after Mediatek. This update resolves the issue by ensuring artifacts are correctly scoped to Mediatek only.
