[KICKOFF] Add the new CleaOS structure to Scarthgap

Nicola Sparnacci requested to merge nspa/scarthgap_kickoff into scarthgap_kickoff

Add the structure of meta-seco-bsp that is the starting point for each vendor-based Seco's layer. The aim is to create in this layer the classes to include in the recipes such as kernel and bootloader.

This merge request refers to the branch nspa/scarthgap_kickoff that has been created on top of davc/scarthgap_kick-off.
