[D23] Add board support

Natalia Kovalenko requested to merge seco_2017.09_next_d23 into seco_2017.09_next

Add support for Seco SBC-D23 based on Rockchip PX30 SoC. Current support is USING_KERNEL_DTB configuration. It is also possible to disable this configuration to support the board's device tree from the U-boot source.
