[D23][CONFIGS] Update video setting for seco_config

Natalia Kovalenko requested to merge EDGENG-144-d23-u-boot-seco_config-video into seco_2017.09

Update the video settings options for the seco_config tool to align with supported video outputs:

  • HDMI is always integrated and the fdt overlay file is not needed
  • LVDS 7 inch 1024x600 LCD panel support added with an fdt overlay file.
