[RK3568][UPSTREAM] support rk3568 can v2

Series of commits from https://github.com/rockchip-linux/kernel/tree/develop-5.10 that enable support for a new version of the CAN interface on rk3568. This new hardware version is intended to solve several errata in the older chip version. Revert 43b6fc82 because it's incompatible with the new commits from Rockchip upstream.
