[i.MX8M] [C25] add c25 board based on 4.x version

This MR adds initial support for C25 Q7 module based on 4.x BSP version.

Also added possibility to select whether OTG client functionality should be enabled via seco_config.

STM watchdog and HDMI output will be added via separate MRs.
