[E39] Add e39 board files

Oleksii Kutuzov requested to merge seco_lf_v2023.04-add-e39-support into seco_lf_v2023.04

Adds support for IMX93 based E39 board. Currently building with default device tree from EVK (in defconfig), but it will have to be adjusted to seco one when it's integrated into Edgehog OS and all required recipes as imx-mkimage are configured properly.
