[SECO_CONFIG][i.MX8][C26][C43] improve HDP firmware loading

Gianfranco Mariotti requested to merge seco_lf_v2021.04-gm_fw_hdp into seco_lf_v2021.04

HDP TX and RX firmwares are all loaded under video set-up functions. Split them leaving TX under video and moving RX under peripherals, as it is where they actually are set-up. Align C26 and C43 boards to this new HDP fw loading set-up.
