Seco/lf 5.10.y/develop c12

Fixes for C12 qSPI and PCIe. The qSPI was missing some properties in the C12 dts file, and the PCIe clocks were not being assigned/initialized correctly.

Some testing done by Lorenzo: qSPI: I can see it and work on it (flash_rease and dd to write a file and md5sum check) PCIe: I can see both PCIe bridge and was able to detect a Fibocom WI-FI module on CN38 connector and a Qualcomm WI-FI/BT module on CN36 connector
