[E39][E83] Fix and re-tune SSC for MX93 Video PLL (MODV-171)

Christos requested to merge chka-ssc-tuning into seco_lf-6.6.23-2.0.0_e39-e77-E83-EMC-and-SSC-preparations

This MR has 2 purposes.

  1. Fix a condition used in the SSC algorithm parameters, according to the new Reference Manual revision (2025-07-01, Revision 6)
  2. Increase the spread to 3%, keeping the modulation frequency at 30KHz
