[MV][E39] Add support for Fannal 7" display (FN0700T130A) for E39 on Modular Vision carrier board

This MR adds initial support for the 7" Fannal display on E39, combined with the Modular Vision carrier board.

The display is functioning properly, with no artifacts on startup, shutdown, or during operation. The motion is smooth, and overall has a good look, cosmetically speaking. There are missing finalization steps, not implemented in this MR. Please see ticket MODV-110 for details.
