[i.MX8M] [C20] Add PCIE0 interface support 

This commit configure PCIe interface and external reference clock
that feed the port.

The PCIe interface must be configured according to its voltage power supply with
the dts parameter vph-supply.

The clock and interface are disabled as default and they can be enabled
using dedicated pcie overlay dts.
