[DRIVERS] Add seco drivers directory to Makefile and Kconfig

For some reason, this went missing from the previous MR.

Affected: LVDS panel driver for E58 won't be included.

Should not be a big issue for the 1.07 release as it still supports only RevA and only a few customers received it. They were also informed previously that 1.06 was the last release for RevA.
